Curtis W. McCoy

Mayor Curtis W. McCoy became Mayor of the City of Mansfield on July 1, 2002, after serving in Law Enforcement for 28 years throughout the City and Desoto Parish.  His dedication to serving the Citizens and helping Mansfield to become even stronger, urged him to run for this esteemed position.  Becoming the first Black Mayor of this Great and Historic City, he says, has humbled him to encourage an atmosphere of increased cooperation for the advancement of all of the citizens of Mansfield.  He knows that we must all work together to improve our City, with its diverse population.  Mayor McCoy’s hobbies are; fishing, playing basketball, traveling and performing home improvement projects.  He has been the owner of various businesses throughout his lifetime in the City of Mansfield.  He is a Military Veteran and has held offices with various Boards and Committees in the City.  He received a Veterans of Foreign Wars Award, a Distinguished Service Award as a Mansfield Police Officer and the 2002 AMP Man of the Year Award.  Mayor McCoy is a member of the St. Luke Missionary Baptist Church.

 

The Mayor has always strongly encouraged citizen involvement in advancing Mansfield.  He continues to encourage citizens to get involved with City matters, and become a part of existing committees and present new ideas to form committees for your area of interest.  He also encourages interested persons from surrounding areas to get involved with the advancement of Mansfield and DeSoto Parish.


Marvin Jackson

City Clerk

Marvin has been with the City since January 2007, first in the capacity of Deputy Clerk then was promoted to City Clerk in January 2008.  His principal duties include being responsible for planning, coordinating and directing functions such as accounting, electronic data processing, purchasing, personnel, and budgeting.  He also provides information, advice, and consultation on municipal affairs and is an interpreter of community problems, issues and policies for the mayor, members of the council and the public. 

 

His hobbies include reading, singing and listening to music.  He is an frequent movie goer and an avid TV buff.

Gwen Jones

Administrative Assistant

Gwen has been employed by the City since 2002.  Gwen began with the City as a part-time Cashier, advanced to Bookkeeper, and then to the Mayor's Special Assistant before becoming his Administrative Assistant. She works closely with the City Clerk for assistance with key administrative assignments and performance of special projects. Gwen also does research on all office job functions to prepare and update documentation on the details of staff duties.

 

Her hobbies include reading and community service.

Sherry Pea

Head Cashier

Sherry has been employed by the City since 1983. Her area of responsibility is the water department.

As head cashier she collects water bills, traffic tickets, and occupational licenses.

LaKeyva Crump

Court Clerk

LaKeyva has been employed by the City since 2004.  Her area of responsibility is City Court.  As Court Clerk she handles traffic tickets and court proceedings.  She processes all citations, prepares the court dockets and enters all court data.

Judy Wilkerson

Office Assistant

Judy has been employed by the City since 1978. Her area of responsibility is to review all financial records.

Melony McCarty

Accountant

Melony has been employed by the City since 2004. Her area of responsibility is accounting. She is responsible for all accounts payable and payroll.

Theresa Ingram

Cashier / Billing Clerk

Theresa has been with the City since January 2008, initially as the office receptionist then given additional cashier duties later that year.  She is responsible for assisting front office personnel with collecting water bill payments, occupational licenses, property taxes and traffic tickets.

 

Her hobbies include reading and listening to music.  Also, she has been described as a "people person".

Richard Johnson

City Attorney

Attorney Johnson has been practicing law in DeSoto Parish for over 17 years. He is currently the DeSoto Parish District Attorney for the 42nd Judicial District . He says he is proud to have been selected as City Attorney for the City of Mansfield and will strive to ensure that Mansfield complies with all applicable city, state and federal laws.

 

He has been married to Fredrena Freeman Johnson for 24 years and they have two children, both enrolled in the Honor's College at Southern University in Baton Rouge, La. Jessica is a 21 year old senior majoring in English. Mighan is a 18 year old freshman majoring in mass communications.

 

He is an amateur musician and plays with the Shreveport Metropolitan Concert Band and the Shreveport Regional Jazz Ensemble.

Mayor's Court

Mayor's Court is held on the second Monday of each month in the council chambers of City Hall. It is presided over by the Mayor, or in his absence the Mayor Pro-Tem.  Some examples of the matters that are brought before this court include:  traffic violations, disturbing the peace, suspended driver's licenses, theft by shoplifting, seat belt violations, alcohol violations, noise violations, resisting arrest, tampering with utilities, and abandoned vehicle on premises.  Fines for citations issued can be paid at City Hall before the defendant's court date or on the day Mayor's Court is held.  Failure of a defendant to appear in court on his/her court date will result in a bench warrant being issued for the defendants' arrest and a $100 bench warrant fee imposed.  For more information about the schedule of fines and court dates, please call our court clerk, LaKeyva Crump, at 318-872-0406  X15 or Gwen Jones X22.
